OVERVIEW:

There are seven City Heads total in Lunathion, six of whom are lower City Heads. Each City Head presides over one of the city’s districts, and they have virtually total control over the people who reside there. Asphodel Meadows, the human district, does not have a City Head and does not receive representation in the city’s affairs.

Micah Domitus, an Archangel, serves as both the Governor of Valbara and the City Head of the Central Business District.

The five remaining districts and their lower City Heads are as follows:

• The Old Square — The Oracle

• The Meat Market — The Viper Queen

• Moonwood — Prime of the wolves
